This was announced yesterday by President Gloria Macapagal-Arroyo as she spoke at the SMX Convention Center in Pasay City.

PGMA said that Labor Secretary Marianito Roque was able to secure 5,000 job openings in Sentosa. “We’ve lost 5,000 jobs abroad, but Secretary Roque was able to get openings in Sentosa for 5,000 jobs,” PGMA said.

At the event in the SMX, SM Group of Companies executive Teresita Sy-Coson lauded PGMA for the fiscal policies she implemented and said that they have insulated the Philippines from the global economic crisis.

The Resorts World at Sentosa Private Ltd. Has announced also that they would be hiring approximately 20,000 people by the middle of the year.

This was confirmed in the 1st RP-Qatar Joint Committee Meeting in Bohol recently when labor officials from the Philippines and Qatar convened the Department of Labor and Employment (DOLE) reported in April 1.

Aside from the ratification of the Additional Protocol to the RP-Qatar Agreement Concerning Filipino Manpower Employment in Qatar, which the two countries discussed, Labor and Employment Secretary Marianito D. Roque the two delegations from the Philippines and Qatar also discussed the employment prospects for OFWs in Qatar. He said Qatar approved a total of 296,787 work visas for OFWs between October 2008 to March 2009 out of which about 190,000 were already filled up, indicating that over 100,000 work visas are still available for OFWs. The DOLE Chief said that about 85 % of the available jobs for OFWs in the Qatar requires technical and highly-skilled workers in the construction sector.

Who determines if you are eligible? Well, it is the employer who helps determine if one is eligible. The employer may need to secure a labor market opinion from Human Resources and Social Development Canada (HRSDC). This confirms that the employer can fill the job with a foreign worker.

 

To work in Canada, a person must meet the general requirements for entering the country and for staying there, in addition to the requirements for getting a work permit. This means that one may need a temporary resident visa.

 

Be informed that a work permit is not an immigration document. It does not allow a person to live permanently in Canada. If one want to live in Canada permanently, he or she must qualify under an immigration category, such as skilled worker. Live-in caregivers can stay in Canada permanently if they meet certain requirements.

 

If one wants their spouse or common-law partner and their dependent children to come with them to Canada, he or she must apply to do so.

The recruiters were Filipinos based in London who promised them jobs in nursing homes for twenty (20) hours with pay as part of the curriculum.

 

According to the reports from the Philippine Embassy in London, 34 Filipino students have been victimized by these said recruiters. Police authorities raided the school for failure to open the courses promised to the students.

 

The students are supposed to be attending the London School of Health & Management Studies (LSHMS) after payment of the amount of 2,500 – 3,500 British Pounds or some US$5,000 – US$7,000 for tuition and student visa fees. The victims also paid additional 150 British Pounds for transportation expenses upon arrival in the United Kingdom.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Section 23, paragraph (b.1)o f Republic Act No. 8042, otherwise known as the “Migrant Workers and Overseas Filipinos Act of 1995″ is hereby amended to read as follows:

“(b.1) Philippine Overseas Employment Administration. The Administration shall regulate private sector participation
in the recruitment and overseas placement of workers by setting up a licensing and registration system. It shall also formulate and implement, in coordination with appropriate entities concerned, when necessary, a system for promoting and monitoring the overseas employment of Filipino workers taking into consideration their welfare and the domestic manpower requirements.

“In addition to its powers and functions, the administration shall inform migrant workers not only of their rights as workers but also of their rights as human beings, instruct and guide the workers how to assert their rights and provide the available mechanism to redress violation of their rights.

“In the recruitment and placement of workers to service the requirements for trained and competent Filipino workers of foreign governments and their instrumentalities, and such other employers as public interests may require, the administration shall deploy only to countries where the Philippines has concluded bilateral labor agreements or arrangements: Provided, That such countries shall guarantee to protect the rights of Filipino migrant workers; and Prouided, further, That such countries shall observe and/or comply with the international laws and standards for
migrant workers.”

SEC. 2. Section 29 of the same law is hereby repealed.

SEC. 3. Section 30 of the same law is also hereby repealed.

SEC. 4. All laws, orders, issuances, rules or regulations or parts thereof inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.

SEC. 5. If, for any reason, any portion or provision of this Act is declared unconstitutional or invalid, the other portions or provisions hereof shall not be affected thereby.

SEC. 6. This Act shall take effect fifteen (15) days after its publication in at least two newspapers of general circulation.
